Can retirement homes survive increasing regulations

It is mostly smiles as residents of the Publow House Retirement Home pose for a photo before lunch on Monday. But the future of their home is less sunny. Early next year the home’s owners will surrender their retirement home license due to the burden of provincial regulations.
